PROJECT HIGHLIGHTS:

KNPC’s Al Zour LNG Import And Regasification Terminal Project:
Kuwait National Petroleum Corporation (KNPC) has extended the bids submission deadline for the engineering, procurement, construction and commissioning of liquefied natural gas import and regasification facilities at Al Zoor Area.

The bid submission deadline is now due on 31 January extended from the originally set 29 September deadline.

The contract scope of work involves construction of two berths for the simultaneous unloading of large LNG carriers. It also includes four full containment LNG tanks, each with capacity 225,500 square metres, a regasification plant with capacity 1,500 billion BTUs/day, pipelines and additional utilities and infrastructure.

Kuwait PTB’s Al-Abdaliyah Integrated Solar Combined-Cycle (ISCC) Project:
The Kuwait Authority for Partnership Projects (KAPP) has invited bids from the prequalified groups for the contract to develop the Al-Abdaliyah integrated solar combined-cycle (ISCC) plant, located in southwest Kuwait.

Last date for submission of bids is 17 March 2016.

The project scope involves the construction of a solar and natural gas hybrid plant at Al-Abdaliyah. It is to be carried out on build-own-transfer (BOT) basis. The total capacity of the power plant will be 280 MW, with a solar contribution of 60 MW (220MWel CCGT + 60 MWel Solar booster capacity). The plant’s utilization of solar energy will contribute to fuel saving.

KAPP, Kuwait’s public-private partnership (PPP) body which was formerly called the Partnerships Technical Bureau (PTB), is overseeing the development of the scheme in partnership with the Ministry of Electricity & Water (MEW).

KAPP will oversee the creation of a joint stock company, which will build, operate and transfer (BOT) the project for an investment period of 25 years. The project company will sign an Energy Conversion and Power Purchase Agreement (ECPA) with the MEW.

DRPI’s Duqm Refinery & Petrochemical Project – Phase I:
Duqm Refinery & Petrochemical Industries (DRPI) has invited bids on the two main engineering, procurement and construction (EPC) packages on its project to build a refinery in Duqm, Oman.

Seven pre-qualifiers in above have been asked to submit bids on the two packages.

The project scope involves the construction of a 230,000 barrels per day (bpd) refinery at the Omani port. The refinery will import crude from outside of Oman and export the refined products to the international market.

Duqm Refinery is a 50:50 joint venture of Abu Dhabi-based International Petroleum Investment Company (Ipic) and the state-run Oman Oil Company (OOC).

Dewa’s Sheikh Mohammed bin Rashid Solar Park Development Project:
The owner’s engineer contract has been awarded for Shuaa 1 project, which is part of the development of second phase of Mohammed bin Rashid Al Maktoum Solar Park in Dubai, to ILF Consulting of Germany.

A project company, Shuaa Energy 1, has been formed to complete the phase. Dewa is the majority shareholder at 51 per cent with Acwa and TSK taking the remaining stake.

The solar park is aiming at a 1,000 MW production capacity, which will help the Dubai utility to increase its renewable energy target to 7 per cent by 2020 from 1 per cent in 2010.

The solar park is being developed in phases.
The 13MW first phase began commercial operation in October 2013.
The 200MW second phase use photovoltaic (PV) solar technology and is being developed through an IPP model.
Third is the 800 MW IPP.

The solar park project will be commissioned in phases starting from 2018.

Emal’s Taweelah Power Plant:
Emirates Aluminium (Emal) has awarded a contract to build the 220MW cogeneration plant to support its al-Taweelah complex expansion in Abu Dhabi, to Abengoa of Spain.

Under the contract, Abengoa will build the 220MW cogeneration plant, to generate power and steam. In addition to the 220MW power capacity, the plant will generate up to 600 tonnes of steam per hour.

The contract value is estimated at about $215mn. The other bidders for the contract were – Samsung C&T of South Korea and Gama of Turkey.

Samsung C&T of South Korea has recently completed work on the $625m second-phase expansion of the captive power plant. The second-phase expansion of the Emal smelter will boost its output by 550,000 tonnes a year (t/y) to 1.3 million t/y.

Emal is an operating subsidiary of Emirates Global Aluminium (“EGA”). It was established as a joint venture between Mubadala Investment Company and DUBAL in February 2007 and designed to become one of the world’s largest single-site primary aluminium smelters.

OGC’s Salalah Gas Loop Line Project:
Oman Gas Company (OGC) has awarded its Salalah Gas Loop Line project aimed at boosting natural gas supply to rapidly expanding Dhofar Governorate, to Petrojet of Egypt.

Under the contract, Petrojet will lay a 32-inch diameter pipeline that starts at OGC’s Gas Compressor Station in Nimr. Extending 85 kilometres, the new pipeline will tie in with an existing pipeline at Marmul that runs all the way south to Salalah in Dhofar Governorate.

Petrojet will undertake the engineering, procurement and construction (EPC) of the loop line project based on a front-end engineering design (FEED) provided by OGC and enhanced by Tebodin Oman.

The construction of the pipeline will tentatively begin by February 2016. A 12-month schedule has been specified for the completion of the project after the detailed design phase.

The project will ramp up supplies to Dhofar where a combination of infrastructure and industrial investment is fuelling demand growth in the governorate. Among the major customers that will benefit from the additional gas supplies are the developers of a new Independent Power Project (IPP) currently under development in Salalah.

PEDA’s Punjab Solar Power Plant:
Punjab Energy Development Agency (PEDA) has awarded a contract to develop a 150MW solar power plant in Punjab, to Azure Power at price of Rs 5.63/KWh.

The agreement has been signed by the company with PEDA under its Solar Policy Phase III.

Azure Power has won the contract through a competitive process, which invited 1650MW of bids from 18 companies for a total tender capacity of 0.5GW.

Once commissioned, power output from the projects will be supplied to Punjab Power.
